【Contribution】
During her tenure as a member of former Taiwan Province Council representing residents of Taichung City, Wen-Ying Chang helped initiate a project on recording oral history of the 228 event. Later, as the mayor of Taichung City between 1997-2001, her primary achievements included building ring roads of Taichung City under difficulties of tearing downing housing of a great number of illegal occupants, and improving corporation and coordination between Taichung City and three neighboring counties.
