In
1964 Wu-Syong Chen and other writers from the central part of Taiwan,
including Bing Cheng and Heng-Tai Lin founded Li-Shih Club. This club has
been publishing a magazine –Li-Shih Bi-monthly magazine -- to promote
post-war Taiwanese literature. It has also improved Taiwanese literature by
bridging Taiwan and international literature. Besides, he has been engaged
in education in literature. Chen also served as the first chair of Taichung
City, Bureau of Cultural Affairs, established in 1976 and the first one in
Taiwan
